Special vote set for CVCS water project

SINCLAIRVILLE – On April 9, from noon to 8 p.m., Cassadaga Valley Central School district residents will vote on a capital improvement project at the middle/high school.

The board of education approved a resolution at last week’s meeting authorizing the special district meeting and vote on the water system project.

The project is not to exceed $1.5 million which includes easements over parcels of land, implementation of storm water management measures on district property, installation of a new water line to replace the existing deteriorated water line, and related site work, drainage work, connection work, and delivery system improvements.

Before the board voted on the resolution, David Rhinehart and Paul Hedin from Clark Patterson Lee presented information on the project and answered questions.

Hedin explained that the company had looked at three options for the waterline. The option recommended “would extend from the existing campus, across private lines within easements to be acquired from nearby property owners, terminating at the corner of State Route 60 and Sinclair Drive Extension where it will be connected to the Village of Sinclairville’s water system.”

Hedin called this “the easiest connection.” and said it is the option that would generate the most state aid, and cost the taxpayers the least money.

Noting that the State Education Department wants the project to be done, he cited the need for domestic water and fire protection as reasons the project is necessary for health and safety reasons.

“Speaking on behalf of our firm, all the i’s are dotted and t’s crossed,” Hedin said.

Board member S. Carl Perry asked, “What is the date for the project to commence? (if passed by the voters)”

Hedin answered, “You cannot get an ironclad promise from the State Education Department.” He added that his firm has talked with Deborah Johnson, project manager representing S.E.D. who understands the need to get this done. His firm will continue to “keep in touch” with her.

Superintendent Scott Smith said that EXCEL project aid would account for over 95 percent of the cost of the project.

The full legal notice concerning the vote will be published in the OBSERVER and the Post Journal. Absentee ballots may be obtained at the office of the district clerk between the hours of 9 a.m. and 4 p.m. Completed applications must be received by the district clerk at least seven days before the special meeting and vote if the ballot is to be mailed to the voter or the day before the special meeting and vote if the ballot is to be delivered personally to the voter.

The project plan is available for public inspection in the district clerk’s office.
