Paving moves ahead in city

The city of Dunkirk did little paving in 2012 and Mayor Anthony J. Dolce told Common Council at its first September meeting that won’t be the case this year.

Dolce told council the city’s list of streets has gone through multiple revisions because of the hot-in-place process to be used this fall. To get the contractor to do the work, Dolce said the city needs to meet a 30,000-feet threshold. The 30,000 feet of paving list has been finalized and the mayor has released it.

“The only thing I was doing was holding out hope that we would get the yes or no from HUD so then I could include those ones this year, but my target there would be spring,” Dolce said of Community Development Block Grant funds. “Although we did a ton of the heavy lifting this year, my hope would be that next year we will be able to move in the spring time instead of fall.

Dolce said there is only one company that does hot-in-place in cities. The lone bid was opened Wednesday with Highway Rehab Corporation providing a bid of $133,900 to do the initial work.

“The rest of them only do it for rural areas where they don’t have to worry about sewer grates and stuff like that,” he explained. “The city has used the services of the firm before. This has been quite a process but we’re almost there. Work is expected to start by the end of September.”

The actual paving will be a two-step process.

“The actual hot-in-place is $133,900. We have to bid out the top coat, the top half inch after they do the hot-in-place, in the spring time when we do the rest of the non hot-in-place streets,” Dolce explained. “My next call is to the state in regard to our CHIPS money to make sure we can carry it over again, because it makes more sense for us to do all of the top coat at once.”

Dolce said the hot-in-place is good for a year as long as the topcoat goes on within that year.

Earlier Dolce said the rough estimate was spending $525,000 for the paving. The cost for the streets listed is set at $524,202.

The firm of Nussbaumer & Clarke Inc. was approved by Common Council at its Sept. 3 meeting to provide bid specification and construction management engineering services for the paving program at a cost not to exceed $9,250. That payment will be made from the Department of Public Works CHIPS account.
