Mayor Dolce to unveil his 2014 Dunkirk budget today
There will be more than resolutions concerning 2013 finances discussed when Dunkirk’s Common Council meets today at 5:30 p.m. in City Hall.
Mayor Anthony J. Dolce is scheduled to release his 2014 budget proposal during the meeting, right after the public’s privilege of the floor that is part of the agenda. Dolce will speak to the budget during the time council sets aside for communications from the mayor. Dolce has not released much information on the proposal, other than to note water rates were already set to rise as a result of rate action taken in setting 2013’s budget.
Council will consider five pre-filed resolutions and one resolution that was tabled at its Oct. 1 meeting when it addresses agenda items, including one about a building going up and two about buildings coming down.
Resolution 77-2013 would provide council approval of the proposed site plan at the Chadwick Bay Marina for a renovation of an existing building and additional construction to create a two-story restaurant-type facility. Marina owner Jeff Gambino has received the approval of the Harbor Commission and Planning Board, with stipulations and conditions, for the site plan.
Resolution 76-2013 would authorize the acceptance of a $5,975 bid for the demolition of premises at 128 Lincoln Ave. SALL-Tee and Sons of Dunkirk would tear down the building that was purchased by Rosario Melendez on Feb. 28 of this year and was heavily damaged by fire on March 9. The Dunkirk Fire Department incident report listed the fire as intentional.
A December 2012 fire will lead to the demolition of a property at 79 W. Doughty St. that was purchased in 2009 by Christine J. Cottrell. Fire of undetermined origin left enough damage to have Building and Zoning Enforcement Officer Alan Zurawski recommend demolition of the structure. B Impressed of Forestville will be paid $6,224 for asbestos removal necessary prior to demolition. There were five bids received for the asbestos removal, according to Resolution 75-2013.
According to 74-2013, the city has received an additional $66,651 in state aid CHIPS Highway funding and the resolution would direct the fiscal affairs officer to adjust the appropriate revenue and spending lines in this year’s budget.
A change order for $30,000 in the city’s hot-in-place paving project authorizing the Highway Rehabilitation Corp. of Webster to do additional work in that amount is proposed under 73-2013. The money would come from the account for the CHIPS street program.
Resolution 72-2013 was tabled on Oct. 1 and is back under unfinished business. A copier lease agreement in the amount of $336.86 per month with Toshiba Business Solutions of Amherst was tabled at the request of Councilwoman Stacy Szukala due to a lack of information on the deal and immediate necessity for it.
There are two communications from the public for council’s consideration.
Chautauqua Works and the Dunkirk High School Career Club are requesting permission to hold a cleanup Oct. 29 from 3 to 4 p.m. at Wright Park beach.
City resident Dianne L. Brooks had filed a notice of claim for $642.85 in damages to her vehicle caused when, according to Brooks, a city garbage truck failed to heed a worker’s warning to stop, hit her vehicle and left.
