Sheridan puts courthouse renovations out to bid
SHERIDAN – After a couple revisions to plans, the bidding process has officially begun for courthouse and office renovations to the former St. John Bosco Church building.
During a recent Sheridan Town Board meeting, Supervisor Louis Delmonte announced the request for proposal packages from Nussbaumer & Clarke Inc., the hired engineering company for the project, have been received by the town. The town board voted to accept the packages (which include contract documents, specifications and instructions to potential project bidders) as presented by the engineering firm.
Packages may be picked up at the town clerk’s office during regular business hours. Sealed proposals must be received by the town clerk no later than Nov. 5 at 3 p.m., at which time they will be opened. Each bid, at the time it is received, will be stamped with the date and time of receipt.
A legal notice has been published in the OBSERVER with further instructions to potential bidders.
During the meeting, Delmonte brought up a recent article published in the OBSERVER which revealed the project’s final plans had to be adjusted a few times due to incorrect figures. Town officials had blamed the project engineer for the mistakes at a previous meeting.
“I think there was some confusion and there were some statements that were made and maybe even some misunderstanding,” Delmonte said. “I did, in fact, speak to the engineers and try to keep a tight budget and say that we want costs as minimal as possible. Whether there was a misunderstanding in what the engineer thought I expected, I just wanted to clear it up and say that we did have a meeting with the engineers (recently). We had a good meeting. We spoke about what happened from day one on the project. (They have been) very good, as far as working with us and getting us to where we are now. We have something ready to go out for bid and … we sat down, we worked all that out and we’re moving forward with the project.”
According to town officials during the previous meeting, drawing up the plans had been an ongoing and slow process ever since the town bought the church building from the Diocese of Buffalo several years ago.
Also during the meeting, Town Clerk Julie Szumigala announced the Sheridan Zoning Board of Appeals has requested the town look into lowering the speed limit on Center Road, which is a county-owned road, from Route 20 to the Thruway bridge. A playground is located along that section of the road and a recently granted use variance may increase traffic close by there.
“I sent a letter in response to the zoning board’s request … to the (Chautauqua County) Department of Public Works and I got a letter back stating we need to fill out a form,” she said. “It’s all ready to go (to the New York State Department of Transportation).”
Szumigala said the state DOT will make the ultimate decision of what the speed limit should be after it first conducts a traffic study, which could take anywhere from a few weeks to a few months.
The next regular meeting is Nov. 7 at 7:30 p.m. in the community center. The board expects to award the church renovation work at that time.
The board also scheduled a public hearing regarding the preliminary 2014 budget at 7 p.m., prior to the regular meeting.
A workshop is slated for Friday, Nov. 1, at 7 p.m. in the town offices.
