The Dunkirk Local Development Corp. earlier this week struck a new deal with marina owner Lou Stefan over a $50,000 loan for the on-going expansion of his business. While the DLDC had previously approved the loan, the transaction never took place because Mr. Stefan failed to comply with several stipulations attached to the agreement. Among these were granting a formal easement and demonstrating he had available parking for the project. Prior to striking a new deal, Mr. Stefan charged that he was being “set up” by certain city officials who have a “personal negative attitude” toward him.
