Council OKs water treatment plant work and fire hall study

Work will continue on one project while another was approved for study after Dunkirk’s Common Council gave its unanimous approval at its Tuesday meeting.

Work on the city’s water treatment and distribution system required by a consent order the city is under will continue as council approved the spending of up to $1,625,500 for work at the water treatment plant. Resolution 19-2014 authorized Mayor Anthony J. Dolce to execute the necessary paperwork with STC Construction Inc. of Springville.

Prior to the vote, Councilwoman-at-Large Stephanie Kiyak asked Department of Public Works Director Tony Gugino for an update.

“We advertised for bids, we had eight respondents. … I will say that I was extremely happy with the numbers that came in,” Gugino stated. “They were less than we anticipated, which gives us more room budgetarily wise in the next two or three contracts that we have to bid out under the same phase. … It’s very very good news.”

Gugino cited the economy as the reason for competition among bidders. He said this phase of the consent order could be done in six months. “That’s my goal,” he added.

Council also approved the hiring of Pacheco Ross Architects of Voorheesville to provide analysis of the city’s existing fire department buildings, identify possible needed renovations, along with cost estimates and viability of any such renovations at a cost not to exceed $29,900.

Dolce said after the meeting he was glad to get the study project going.

“It is very time consuming. We have three fire halls that need to be thoroughly studied, and then the number crunching,” Dolce added. “Basically, what makes the most sense for the city of Dunkirk going forward; do we keep all three, consolidate to two, or even one. We felt strongly an outside-the-city firm who is impartial would make the best decision. We chose a firm who specializes in fire halls, that’s really all they do so we’re excited to get this process going.”

The mayor noted the study could take up to six months.

Council also approved the city acting as a pass-through agent for funding under the state’s 2013 Local Government Efficiency Grant Programs. Resolution 17-2014 also appoints the Chadwick Bay Regional Development Corporation as the entity to administer the Efficiency Implementation Grant being used to help develop a regional water system.

Director of Planning and Development Steve Neratko was questioned about the resolution by Councilwoman Stacy Szukala prior to the vote.

“We received our grant, along with Chadwick Bay, to continue working on the project. We will, along with them, administer the grant,” Neratko explained. “Basically, a municipality had to represent the group and at a meeting last year council did approve to be that.

“Once funds are expended by the group, they will ask for reimbursements. We will then ask for a reimbursement from the state. The state will give us the money. We will basically be a pass through.”

Council also approved four requests for use of city facilities.

Great Lakes Experience Inc. will be using Memorial Park on June 21 for an event highlighting local wildlife and safe boating. The city boat launch will be the site for a polar bear swim on March 1 in support of the Northern Chautauqua County Youth Hockey Association. The sixth annual Nathan George Co-Ed slo-pitch softball tournament on Aug. 9 was given the OK to use city fields and the Lake Shore Street Rod Association was approved to use Point Gratiot on July 6 for its 13th annual Harbor Cruise fundraiser.

Council is set to meet again on Feb. 18 at 5:30 p.m. in City Hall.
