CDBG-R payback on council agenda
The city of Dunkirk will be set to pay back part of the money the federal Department of Housing and Urban Development is owed if Common Council gives its approval when it meets today at 5:30 p.m. in City Hall.
Council will take up five pre-filed resolutions, including 40-2014, which authorizes the repayment of $153,520 to HUD for funding under CDBG-R program that was allocated to S&K Hospitality Inc. (Clarion Hotel, Marina and Conference Center) for economic development purposes.
“HUD has determined that the various allocations and uses of such CDBG-R funds were non-compliant with certain HUD protocols and guidelines and is directing that such funds be reimbursed,” the resolution reads in part.
The Dunkirk Local Development Corporation will provide $126,346.52 of the amount, which it received as repayment from S&K in January. The remaining $27,173.48 will come from the city’s general fund line for HUD reimbursement, which was budgeted at $50,000 for 2014.
Resolution 36-2014 introduces Local Law 2-2014, which would modify Chapter 65 of the City Code entitled “Sidewalks and Streets.” According to the resolution, the intent of the law is “to provide a framework to encourage healthy, active living, reduce traffic congestion and fossil fuel use, and improve the safety and quality of life of residents of the city of Dunkirk by providing safe, convenient, and comfortable routes for walking, bicycling, and public transportation through a Complete Streets Policy.”
The amendment would add a Complete Streets Policy section to the code including guidelines, which states “Complete Street designs and practices shall be provided and maintained in accordance with guidelines adopted by the U.S. Department of Transportation and NYS Department of Transportation, and with best practices identified by the city’s Department of Public Works.”
Resolution 37-2014 allows the submission of the city’s fiscal year 2014 CDBG Annual Action Plan to HUD. Under the plan, the city’s $472,735 allotment would go to administration ($94,000); street improvements ($40,000); water line reconstruction ($60,000); park development ($10,000); Boys & Girls Club ($11,000); owner-occupied housing rehab ($100,000); rental rehab ($50,000); emergency repairs ($30,000); and demolition ($77,735).
Three budget line modifications totalling $4,250 will be made under 38-2014, while 39-2014 will authorize Mayor Anthony J. Dolce to sign a two-year lease-to-purchase agreement for $29,717 for the purchase of a 2014 Ford Police Interceptor SUV. the vehicle would be purchased from DeLacy Ford of Elma and/or First Niagara Leasing Inc.
Under communications, Dolce notified council he has appointed Loretta Torain to fill a vacancy on the Board of Assessment Review. Torain’s term begins Wednesday and runs until Sept. 30, 2018. Dolce also filled two vacancies on the Dunkirk Cable T.V. and Communications Advisory Board, naming Joe Gould and Mark Karalus to two-year terms effective Wednesday and running until March 26, 2016.
All three are city residents.
Council will also consider five requests.
The Harvest Chapel Church wants to use Washington Park on July 11 from 5 to 8 p.m. to hold a community block party to close its 13th annual 5-Day Club Street Jam.
The Putnam Record Insurance Agency is requesting the mayor’s presence, along with some city cones and wooden barriers, for its second annual Safety Saturday on June 7 at the Chautauqua County Fairgrounds.
Dunkirk High School Principal Stephen J. O’Brien is requesting the presence of two police officers at the Moose Club during the Junior-Senior Prom on May 10 from 7:45 p.m. to 12:15 a.m.
Special Olympics New York is requesting the use of some city streets on May 29 for a Flame of Hope run that would begin at 9 a.m. The route would start at Dunkirk High School, head south on Marauder Drive, follow Lucas Avenue to Central Avenue before ending at the SUNY Fredonia track.
The Kosciuszko Club is seeking the closing of Nevins Street between East Doughty and Courtney streets on June 27 and 28 from 5 p.m. to 12:30 a.m. for the safety of people attending its annual street dance.
Both the Harvest Chapel and Kosciuszko Club also filed loudspeaker applications for their events.
City residents Debra Kujawa ($190) and Vanessa Pagan ($193) filed separate claims for vehicle damage alleged to have been caused by hitting potholes.
Edna Sek filed a claim for $3,900 in damages allegedly caused by the city’s water department at her residence on Lake Front Boulevard. According to the filing, Sek was without water for more than five weeks.
