JCC approved for START-UP NY Initiative

Jamestown Community College’s campuses in Jamestown and Olean as well as its North County Center in Dunkirk have been approved to participate in the START-UP NY business development initiative.

The announcement was made by Governor Andrew Cuomo’s START-UP NY approval board and Empire State Development Council.

START-UP NY, approved by the State Legislature last year, is designed to attract high tech and other start-ups, venture capital, new business, and investment opportunities on or within a one-mile radius of State University of New York campuses. Under the program, businesses have the opportunity to operate tax-free for 10 years on eligible land and space.

The long-range goal for JCC’s participation in START-UP NY is to assist local and regional economic development agencies in stimulating growth in Cattaraugus and Chautauqua counties specifically in manufacturing, biotechnology and research technologies, information technology/computer science, and service-related business ventures.

JCC has identified the Community Services Center on the Jamestown Campus as a designated tax-free area for new or existing businesses to conduct operations. Additional space and acreage outlined within the two counties as potential tax-free areas have been documented as well.

Prospective START-UP NY companies will be evaluated for their fit with JCC’s academic mission through credit and/or non-credit programming and their ability to enhance learning inside and outside the classroom. The JCC President’s Advisory Committee on Economic Development (PACED) will assess an applicant’s ability to collaborate with the college on experiential learning opportunities, internships, and classroom instruction, and to create jobs that match local workforce qualifications.

Additionally, START-UP NY businesses must demonstrate their benefit to area economic development through increased economic growth; increased living wage jobs; beautification, reuse, or repurposing of vacant properties; and an impact, through additional jobs, on the local economy.

Applicants that have been identified by PACED as meeting START-UP NY guidelines will be submitted to JCC’s board of trustees for review and to SUNY for final approval.
